چکیده

This paper uses the National Family Health Survey (NFHS) data collected in 1992-93 to estimate the determinants of child (aged 6 to 14) enrollment and educational attainment of a recent cohort (aged 15 to 19) in India. The analysis produces five major results. First, using an index of assets as a proxy for household wealth shows enormous gaps between the enrollment and attainment of children from rich and poor households. While 82 percent of the children from the richest 20 percent complete grade 8 only 20 percent of children from the poorest 40 percent of households do. Second, the wealth gaps vary widely across states of India. Third, gender differences exacerbate these differences, so while 80 percent of girls from households in the top 20 percent complete grade 8 only 9.5 percent of girls from the poorest 40 percent do so. Fourth, the physical presence or absence of school facilities in the rural villages explains only a very small part of enrollment differences. Fifth, there are huge gaps in the enrollment rates of observationally equivalent households across states, especially among the poor. For instance, enrollment rates are 44 percentage points higher in Kerala than for an observationally equivalently poor household in Bihar. We conclude with an examination of the state specific policies that could account for such differences. The findings, interpretations, and conclusions expressed in this paper are entirely those of the authors. They do not necessarily represent the views of the World Bank, its Executive Directors, or the countries they represent.

The Effect of Household Wealth on Educational Attainment Around the World: Demographic and Health Survey Evidence

We use household survey data from the Demographic and Health Surveys (DHS) from 44 surveys (in 35 countries) to document different patterns in the enrollment and attainment of children from rich and poor households. We overcome the lack of income or expenditure data in the DHS by constructing a proxy for long-run wealth of the household from the asset information in the survey using the statist...

Female leadership raises aspirations and educational attainment for girls: a policy experiment in India.

Exploiting a randomized natural experiment in India, we show that female leadership influences adolescent girls' career aspirations and educational attainment. A 1993 law reserved leadership positions for women in randomly selected village councils. Using 8453 surveys of adolescents aged 11 to 15 and their parents in 495 villages, we found that, relative to villages in which such positions were...

The Impact of Parental Wealth on College Enrollment & Degree Attainment: Evidence from the Housing Boom & Bust

A long-standing policy goal of aid is to narrow, if not close, the parental income gap in children's subsequent educational attainment. Recent research indicates that credit constraints have played a larger role in college enrollment and completion rates over the past 15-20 years (Lochner and Monge-Naranjo, 2011; Lovenheim, 2011). Prior evidence found greater credit constraints in the US than C...

Estimating wealth effects without expenditure data--or tears: an application to educational enrollments in states of India.

Using data from India, we estimate the relationship between household wealth and children's school enrollment. We proxy wealth by constructing a linear index from asset ownership indicators, using principal-components analysis to derive weights. In Indian data this index is robust to the assets included, and produces internally coherent results. State-level results correspond well to independen...

Preference for Boys, Family Size, and Educational Attainment in India

Using data from nationally representative household surveys, we test whether Indian parents make trade-offs between the number of children and investments in education. To address the endogeneity due to the joint determination of quantity and quality of children, we instrument family size with the gender of the first child, which is plausibly random. Given a strong son preference in India, pare...
